Assistance needed

I will get right to the point;
Recently I have been looking for possibilities to make a website that is a little bit youtube-ish.
The best solution for me would be (as far as my research goes) a server with a program that converts uploaded movies from any file extension, to be converted to .flv (or anything else compatible).
Since I am very interested in using the divx player for my videos, I would like a simple solution to what I am looking for.
Key features:
- Users must be able to upload
- Uploaded videos must be able to be watched in HD if possible
Extra features: (sorry if this is not really related, could be more of a website option)
- Users should be able to rate, download, comment and share movies.
- Users should be able to upload movies by entering a link to their previous uploaded HD movie from any other website, but should be viewed in divx player on my website.
I have been searching around, but I lack the experience to even know what it is called and where exactly to Google for.

You can perhaps find a CMS to help with the web-side features. You may find modules for some that work with DivX Web Player, or you could extend one. If you find one that offers most of the base functionality you want this will save some work and you may benefit from maintenance work of others.
