I can only skip back and forward in places in the video that have already buffered yet I am unable to skip towards the end of the video. For example, if I have buffered the first 20 minutes of a video, I can only move within the first 20 minutes of the video but I cannot click ahead and stream the end therefore I am forced to watch a video from beginning until I get to the part I like.

The web player is able to skip ahead on a point selected outside of the buffer. It would simply start buffering from that point on. However, in order for this this feature to work correctly the video file must be hosted on the right kind of server with the appropriate settings enabled.
The server should support HTTP 1.1 with byte range support enabled. Are you a DivX Plus Web Player video consumer or website publisher using the web player? If you are a consumer, try contacting the video site publisher and requesting this feature. If you are a publisher please see the below link for more info on web server configuration (or forward this link to the video site's publisher)
